The Obama administration has decided to bend some federal rules to help consumers cope with the reality that several state-run health insurance marketplaces still are marred by computer defects that thwart many people trying to sign up for coverage.

Under the changes, the government will, for the first time, help people pay for health plans that they buy outside the online marketplaces, as long as the coverage resembles what they would have bought through their states’ insurance exchanges.
